China Drafts Approval Rule for Exporting Frontier Weights

China has put out a draft that “could change how all of us use open-weight models,” @kimmonismus reported on October 18.

Under the draft, exporting the weights, checkpoints or code of the very largest models (those with 2T+ parameters, trained with 10^26+ FLOPs, or ranked in the top 10 globally) would require government approval.

API and app access remain untouched so far, he noted.
